Because anchovy is highly perishable and can be exposed to microbiological, chemical, and physical hazards during handling, an effective food safety system is essential. Hazard Analysis and Critical Control Point (HACCP) provides a systematic approach to identifying, controlling, and monitoring potential hazards throughout the production process. Proper HACCP implementation helps ensure that anchovy products are safe, consistent, and suitable for consumers.

Raw Material Receiving and Inspection

The HACCP process should begin when fresh anchovy arrives at the processing facility. The raw material must be inspected for freshness, temperature, appearance, odor, and signs of physical damage or contamination. Temperature control is particularly important because anchovy can deteriorate rapidly when exposed to unsuitable conditions.

The receiving team should verify that the fish is maintained under appropriate chilled conditions and comes from an approved supplier. Records of receiving time, temperature, supplier information, and inspection results should be maintained. Any raw material that does not meet established specifications should be rejected or segregated for further evaluation.

Proper Handling and Sanitation

After receiving, anchovy should be handled under hygienic conditions. Employees must follow personal hygiene requirements, including clean protective clothing, proper handwashing, and appropriate use of gloves where required. Processing equipment, tables, knives, containers, and other food-contact surfaces must also be cleaned and sanitized according to established procedures.

Cross-contamination is an important concern during anchovy processing. Raw fish should be properly separated from finished or ready-to-pack products. Water and ice used during production should also meet appropriate food safety requirements to prevent contamination.

Hazard Identification and Control

A strong HACCP system requires the processing team to identify potential biological, chemical, and physical hazards at each stage of production. Biological hazards may include pathogenic microorganisms that can multiply when temperature control is inadequate. Chemical hazards may include residues, cleaning chemicals, or naturally occurring contaminants, depending on the raw material and production process. Physical hazards can include bones, metal fragments, plastic pieces, or other foreign materials.

Each identified hazard should be evaluated based on its likelihood and potential impact. Appropriate preventive measures must then be established to reduce the risk to an acceptable level.

Critical Control Points

Critical Control Points (CCPs) are stages where control is essential to prevent, eliminate, or reduce a significant food safety hazard. In anchovy production, CCPs can vary depending on the product and processing method. Temperature control during receiving, chilling, storage, or freezing may be critical because controlling temperature helps limit microbial growth and product deterioration.

Where metal detection is part of the process, the metal detector may also be designated as a CCP when justified by the HACCP study. Each CCP must have clearly defined critical limits, monitoring procedures, corrective actions, verification activities, and proper documentation.

Monitoring and Corrective Actions

HACCP is not effective without continuous monitoring. Operators should regularly check critical limits such as product temperature, storage conditions, processing parameters, or metal detector performance according to the established HACCP plan.

If a critical limit is exceeded, corrective action must be taken immediately. The affected product should be identified and controlled, while the cause of the deviation should be investigated. Corrective actions should be documented so that the company can evaluate whether additional preventive measures are necessary.

Verification and Documentation

Verification ensures that the HACCP system continues to work effectively. Activities may include reviewing monitoring records, calibrating measuring equipment, conducting internal inspections, verifying sanitation procedures, and testing products when required.

Accurate documentation is an essential part of HACCP implementation. Records provide evidence that controls have been performed and allow the company to trace problems when deviations occur. Good documentation also supports audits, customer requirements, and regulatory compliance.
